Organizational Structure

Based on discussions with the Board of Trustees and organizational input, some structural and organizational changes are being made for more effective, efficient and functionally distinct operations between the UT System and the various campuses and institutes.
THIS RESTRUCTURING DOES NOT RESULT IN THE LOSS OF ANY JOBS.
These changes are designed to be highly positive and the University appreciates your support and cooperation during the transition. The model is based on improving operations and administration through shared expertise between the System, the Campuses and the Institutes.
Consideration was given to implementing the Strategic Plan and large-scale systems and projects throughout the University.
In each area, activity and responsibility are placed either at the campus/institute level or the system level, based on the most effective and most functional approach. In some cases, a sharing of staff will occur where advantageous for expertise and economy.
Key areas affected include
Key individual staff assignments include Sylvia Davis, Vice President-Finance and Administration, will move from human resources and budget responsibilities, reporting to the Executive Vice President and the President. She will focus on the following:

Strategic plan, system-wide institutional research and performance assessment

Contracts, fiscal review and THEC coordination on resource acquisition

Special budgetary counsel on state appropriations
-
Management of transportation services, graphic arts and mail services, warehouse and surplus property, and records management.
Chris Cimino, Director, will manage System oversight, coordination and monitoring of operating budgets, reporting to the Senior Vice President, Chief Financial Officer.
Alan Chesney, as Executive Director of HR, will have responsibility for Knoxville area human resources, both campus and system. He will report to the Knoxville Chancellor.
A new system Human Resources position will be filled with an Associate Vice President to provide oversight and policy management.
Brice Bible, previously interim CIO, has joined the UT Research Foundation.
Here are details of how the revised organizational structure looks:
Human Resources: System

This will be headed by an Assistant/Associate Vice President with specific human resources experience.

The AVP post is currently vacant and will be filled as soon as possible following a job search.

The position reports to the Senior Vice President and Chief Financial Officer.

The AVP will have responsibility for policy and general oversight to ensure consistency and uniformity throughout the University.

Oversight will include system-wide roles related to classification and compensation schedules, employee training, employee benefits and retirement, along with coordination of Employee Relations Board.

The VP for Administration and Finance will be shifted from human resources responsibilities to focus on the Strategic Plan and measurement of its goals.

No positions will be eliminated with the organizational changes in Human Resources.
Human Resources:Campuses

Day-to-day personnel operations relating to employment (applications, searches, etc.) and employee relations will be managed by a campus-based director who reports to the Chancellor.

The Knoxville campus operation, headed by Alan Chesney, will also serve the Institute of Agriculture, Institute for Public Service and the UT system departments in Knoxville.

Many non-campus specific employees throughout the state will be served by the campus entity nearest their location.

Campus Directors will continue to coordinate with the System HR personnel on policy.

No changes are planned for offices of Equity and Diversity.
Operating Budgets: System

System oversight, coordination and monitoring of operating budgets, will be handled by a Director, Chris Cimino, who reports to the Senior Vice President and Chief Financial Officer.

The Director will have responsibility for annual budget preparation, reconciliation and periodic reporting for the Board of Trustees, executive housing budgets, and for working with State Budget personnel and THEC.

No position will be eliminated.
Operating Budgets: Campuses

Financial management staff and management for the campuses and institutes will remain the same.

Campus and institute financial officers will report to the appropriate Chancellor or Vice President.

Coordination with the Senior Vice President and Chief Financial Officer will continue.
Capital Budgets
Information Technology

The System will be responsible--with input from campuses and institutes--for establishing IT policy and security measures and for over-seeing compliance with those measures. Within the framework of those measures, the System will operate University-wide functions and each campus and institute will have responsibility to implement and maintain campus specific IT operations. These details are described below.

Under the reorganization, all campuses will have the responsibility for local IT needs of their respective faculty, staff and students.

Each campus IT operation will report to its respective chancellor.

The System IT operation will have oversight over all University-wide policy, security, and enterprise systems; reporting will be to the Senior Vice President and Chief Financial Officer.

Implementing and stabilizing the new Outlook Exchange e-mail will be a top priority for System, Campuses and Institutes. The System will set and have oversight for e-mail policies and network security, while campuses are responsible for implementation and operation of those elements on their respective campuses.

To facilitate coordination of all IT operations, an IT Resource Planning Committee is being formed. It will be made up of senior management from System, Campuses and Institutes. It will establish plans and project budgets to maximize the University's investments and will be the clearing house for all issues and concerns.
Information Technology: System

An IT Resource Planning Committee comprised of Senior Management from the System and the campuses/institutes will establish plans, policies and budgets.

The majority of IT personnel, both system and campus, in the Knoxville area will be relocated to the recently purchased Metron Building.

Functional areas that provide System-wide service will be overseen and managed by the System, including the Enterprise Systems of IRIS, ANDI, COEUS, Business Warehouse and system wide elements of email and the new Student Information System.

Other system-specific systems related to investments, etc. will be maintained by the system.

Directors responsible for System-wide IT functions will report to the Senior Vice President and Chief Financial Officer.

The system-wide security operation will have responsibility for policy, best practices, and oversight for all security issues.

The system interim CIO, Brice Bible, has joined the UT Research Foundation with a focus on expanding economic development activities.
Information Technology: Campuses

Campuses and Institutes will be represented on the Resource Planning Committee that establishes polices, plans and budgets.

Campuses will be responsible for functions that are campus specific, including the appropriate related budgets and staff corresponding to these areas of responsibility.

This will include campus e-mail and networks, infrastructure, campus specific computer systems and applications, classroom services, campus specific Student Information System, area desktop and user support, web services and other functions to serve campus needs.

Included will be local server and security responsibilities, classroom engineering services, digital imaging and printing services, customer tech support, web services, library and local telephone services.

The system/campus operations will share personnel in several areas to maximize specific expertise where efficient and appropriate.

Campus functional IT areas will be headed by a director/manager, reporting to the chancellor. The campus staff and budgets will be managed by this position and each campus and institute will continue to maintain locally based IT staff.

UT Knoxville has named Faye Muly as interim director to oversee this transition.

There is no change in IT management for other campuses and institutes.
Institutional Research
System-Wide Administration

Contracts, fiscal review and THEC coordination on resource acquisition will be the responsibility of Sylvia Davis, VP for Finance and Administration.

The VP for Finance and Administration will also provide special budgetary advice on state appropriations efforts, working with the VP for government relations, the office of State Government Relations and other members of the President's staff.

Several service units, including mail and transportation services, graphic arts, warehouse and surplus property will be managed by the VP for Finance and Administration.

The Executive Assistant to the President, Lofton Stuart, will assume responsibility for flight operations to place that function more in conjunction with its primary usage.

The System will continue to maintain and expand the Business Warehouse to provide more archived data related to budget, personnel, academics, research and outreach.

Business officer operations for University-Wide Administration functions will transition to the Controller's Office.

University System policy coordination will report to the Senior Vice President and Chief Financial Officer.
